ADDRESSING SPECIALIST
General Statement of Duties
Performs administrative and technical work in Emergency Services, maintains street signage and updates field data for the GIS database.
Distinguishing Features of the Class
An employee in this class performs administrative and technical work compiling and maintaining information for the County’s addressing program. Work involves gathering field data of addresses and signs; entering associated data into the County’s computerized addressing data base. The employee provides limited supervision and guidance to road-sign-installation personnel. Assists in the preparation of plans and procedures for hazard response, evaluates and assesses present capabilities, vulnerabilities, and threats on a regular basis, identifies opportunities for hazard mitigation projects and the planning thereof, participates and collaborates within disaster recovery planning. Coordinates and collaborates with external partners and contractors to facilitate the completion of department goals, and collaborates with Columbus County Fire Marshal’s Office and 911 Communciations to develop and improve, based on evaluation and assessment, strategies, policies, and actions intended to improve the capabiiies and capacity of Columbus County Emergency Services. Some independent judgment must be exercised in applying laws, policies and procedures to specific situations. Tact and courtesy must be exercised in dealing with the public and other staff memebers . Work is performed under general supervison and is evaluated through conferences and overall effectiveness of work performed.
Duties and Responsibilities
Essential Duties and Tasks
Performs assessments and evaluations part of the Emergency Operations Planning Cycle.
Participates in continuous training and education to ensure that the department is kept up to date on current best practice.
Assists with the preparation of materials, presentation, and other media.
Attends regularly scheduled meetings and training classes as required.
Assists with establishing, coordinating, and implementing emergency response plans as required.
Participates in planning and research projects related to emergency services projects.
Assists in audits of all maintained equipment and databases/manuals/files.
Participates and takes an active role in Emergency Response Exercises and deployments when required.
Completes reports and statistical analyses as required.
Develops and assists in the delivery of public awareness and outreach programs.
Orders street signs including new and replacement signs; coordinates installation of street signs with contractor.
Utilizes a variety of software including GIS, Street Manager, Google Maps, Excel, Word and other software.
Maintains and updates the portable/mobile/console radios, battery inventory databases and associated equipment.
Maintains and updates the inventories and equipment associated with Emergency Services response.
Provides customer service with tact and responsiveness.

Recruitment and Selection Guidelines
Knowledges, Skills and Abilities
Thorough knowledge of the basic geographic layout of the County.
Considerable knowledge of the County's addressing system and policies.
Considerable knowledge of the application of information technology to the work including specialized data bases, GIS, spreadsheets and word processing.
General knowledge of the operation and location of law enforcement and emergency service units.
General knowledge of modern office practices and procedures.
Some knowledge of the County development review and approval procedures.
Skill in customer contact and collaborative conflict resolution.
Ability to use and interpret a variety of GIS and paper maps.
Working knowledge of statistical concepts and principles.
Ability to maintain files, records, and reports.
Ability to communicate effectively orally and in writing
Ability to establish and maintain effective working relationships as necessitated by work assignments.
Physical Requirements
Must be able to physically perform the basic life support functions of standing, lifting, pushing, pulling, climbing, reaching, walking, fingering, grasping, talking, hearing, and repetitive motions.
Must be able to perform light work exerting up to 20 pounds of force occasionally and/or 10 pounds of force frequently to move objects.
Must have visual acuity to prepare and analyze data and figures, operate a computer, perform visual inspections, make signs and use measuring devices.
Desirable Education and Experience
Graduation from high school and from an accredited college or university with a degree in Emergency Management or an equivalent combination of education and experience.
Special Requirement
Valid NC Driver’s License
