General Statement of Duties:
Perform technical duties in the appraisal of land and residential construction and improvements for tax assessment purposes.
Distinguishing Features:
- Responsible for revaluation and appraisal of residential real estate and related property for tax purposes.
- Involves heavy public contact and may include controversial and appealable decisions.
- Requires judgment, tact, mathematical analysis, information technology skills, and specialized training.
Duties and Responsibilities:
- Perform residential appraisals for new valuations and revaluations.
- Obtain building permits, review properties, take measurements, and generate property record data.
- Enter appraisal data into computer systems, use GIS and other tools for appraisal activities.
- Communicate with property owners, answer questions, schedule site visits.
- Maintain integrity of the appraisal database, keep current with property values and real estate information.
- Assist in the reevaluation process, oversee inspections, and input information.
- Assist with listing processes during peak seasons and back up other staff as needed.
Recruitment and Selection Guidelines:
- Requires thorough knowledge of relevant laws, procedures, and standards.
- Familiarity with construction costs, property values, and tax office policies.
- Proficiency in information technology, public contact, and conflict resolution.
- Ability to read and interpret various documents, make accurate computations, and establish effective working relationships.
- Must meet physical requirements and possess a valid driver's license.
Desirable Education and Experience:
- High school graduation with specialized coursework in business, real estate, or appraisal.
- Experience in real estate, tax evaluation, or business administration dealing with real property.
Special Requirements:
- Must be certified as a real property appraiser by the State of North Carolina within two years of employment and maintain certification.
- Certification as a mapper preferred.
- Must possess a valid North Carolina driver's license.
