GIS TECHNICIAN -- TAX
General Overview
- Job Focus: Responsible for technical mapping and database management of GIS land records in the Tax Department. This includes producing various property maps and assigning values to properties based on map data.
Primary Responsibilities
- GIS Mapping: Design and create property maps using ESRI ArcGIS, update tax maps based on property transactions, and assist with map-related inquiries from the public.
- Property Valuation: Use maps to assess property value (frontage, depth) to ensure accurate tax bills.
- Data Entry and Maintenance: Update GIS databases with legal documents (deeds, plats, etc.), and resolve discrepancies in land records.
- Map Review: Review plats as a Map Review Officer before they are recorded, ensuring accurate records.
- Customer Service: Assist the public, including property owners, attorneys, contractors, and builders, in accessing and interpreting GIS data.
- File Management: Maintain digital records of deeds and wills, ensuring the accuracy and timely processing of documents related to real estate transactions.
Skills and Knowledge Required
- Technical Knowledge: Familiarity with GIS software (ESRI ArcGIS, AutoCAD), surveying, mapping techniques, and property research terminology.
- Data Accuracy: Ability to spot inconsistencies in deed descriptions and ensure accurate land record updates.
- Public Interaction: The role requires tact and courtesy while assisting the public with GIS-related requests.
Physical Requirements
- Sedentary work with some physical exertion (lifting up to 10 pounds).
- Visual acuity to operate a computer terminal and prepare/verify data.
Qualifications
- Education: An associate’s degree in geography or a related field, with GIS certification or specialized mapping courses.
- Experience: Experience in GIS mapping and property records is preferred, though an equivalent combination of education and experience is acceptable.
- Certifications: Required to be certified as a Property Mapper and Appraiser by the State of North Carolina.
Other Requirements
- The employee will work under the supervision of the Land Records Supervisor, with the accuracy and quality of work assessed through reviews, public feedback, and the accuracy of maps produced.

- Independent judgment is required within established standards, and teamwork is essential to ensure smooth operations. The employee will need to adapt to working with different stakeholders and maintain high levels of accuracy in all tasks.
