LAND RECORDS SPECIALIST
General Statement of Duties
Performs specialized and technical work in the Tax Department to maintain the land records of the County.
Distinguishing Features of the Class
An employee in this class performs a variety of tasks designed to assure accurate valuation of land and mapping of property. Work includes processing property transfers to identify the tax parcels being transferred, including whether the parcel is a whole or a portion; researching public records for deeds, surveys, estate filings, wills and other documents for information concerning land transfers, to assure correct tax listings; mapping tax parcels following transfers and splits; answering questions with the public on tax values assigned; reviewing survey maps prior to recording to determine if they meet the requirements for recordable surveys; and assisting in administration of the Use Value program and processing deferred tax billings. The employee must be able to interpret information and map information received through the AutoCad system. The work requires considerable accuracy and attention to detail in obtaining map data, plotting parcels of land and identifying and interpreting legal documents and maps. The employee uses knowledge and skills obtained through training and experience and makes decisions as required such as which properties can be combined or split in accordance with established procedures. Work is performed under the supervision of the Land Records Supervisor and is evaluated through observation and accuracy of work performed.
Duties and Responsibilities
Essential Duties and Responsibilities
Processes property transfers by deeds, will and estate files; determines tax map location by parcels and records appropriate data; determines whether transfer is of entire parcel or portion.
Researches a variety of records such as deeds, surveys, estate filings, wills, and special proceedings to obtain information needed to create and update real property listings; reviews deeds for compliance with County ordinances and state statutes.
Maps transferred property in AutoCad system, following property descriptions; sets up new parcels based on recorded plats and transfer by deeds.
Reviews survey maps prior to recording to determine if they meet the requirements for a recordable survey; serves as a Map Review Officer.
Uses maps and appraisal manual to determine the breakdown within property such as open or cleared, woodland, building sites, type of access, so that appropriate value can be assessed to the property.
Interacts with the public in person and by telephone to provide information on tax listing and copies of tax maps; explains how tax values and acreage are derived; answers questions from the general public, lawyers, paralegal, real estate agents, land appraisers, public officials and other departments on property value and usage.
Assists the Tax Administrator with the administration of the Use Value Program; processes deferred tax billings for properties that become disqualified from the program, calculating amounts owed.
Prepares plats for GIS mapping; makes copies of plats with maps and lot numbers assigned and notation of record.
Scans deeds and research notes.
Additional Job Duties
Assists in tax real property appraisal, listing and collections as needed

Recruitment and Selection Guidelines
Knowledge, Skills and Abilities
Considerable knowledge of Machinery Act and other state laws and County ordinances and policies affecting land management recording and mapping.
Considerable knowledge of complete title search procedures and ability to make searches using deed references, legal descriptions, maps and a variety of other complex records.
General knowledge of the application of information technology to assigned work tasks including the use of AutoCad and tax database.
Some knowledge of geographical areas and subdivisions of the County.
Accuracy and care with special attention to detail in the interpretation and creation of legal documents.
Ability to interpret deeds and other land records and transfer pertinent data to maps.
Ability to compute areas from property descriptions and maps.
Ability to train other employees so as to ensure conformance with laws and County policies.
Ability to explain policies and methods to the public.
Ability to deal courteously and tactfully with the public and other County departments.
Ability to maintain effective working relationships with other employees.
Physical Requirements
Must be physically able to operate a variety of machinery and equipment including computers, digitizer, vacuum tables, microfilm readers, copiers, drafting tools, etc.
Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force constantly to move objects.
Must possess the visual acuity to prepare data and statistics, work with detailed computer processes and programs, operate a computer, use measurement devices, and do extensive reading and research.
Desirable Experience and Training
Graduation from high school, with preference for a technical or community college degree in drafting, computer science, cartography or a related field. Some experience in one or more of the areas of real estate, surveying, mapping or paralegal preferred; or an equivalent combination of education and experience.
Special Requirement
Certification as a Property Mapper and as an Appraiser by the State of NC within timeframes specified by the County.
NC Driver’s License may be required.
