SENIOR TAX PROGRAM SPECIALIST
General Statement of Duties
Performs a variety of independent technical administrative, financial, clerical, research, processing and/or public contact work in the County Tax Department with responsibility for a specialized program or activity.
Distinguishing Features of the Class
An employee in this class performs a variety of independent specialized and technical duties in support of specialized Tax Department functions. Employees have responsibility for oversight of a particular portion of a Tax Department program while assisting in the work of other divisions when needed. Employees are expected to perform at the advanced journey level requiring knowledge of their particular programmatic area, and to have a general knowledge of the full tax process and cycle. Work is performed using specialized accounting, word processing and data base software. Employees work in areas such as oversight of billing and processing monthly DMV billings, determining situs and working with officials on values of vehicle property; or accounting for all deposits and preparing month-end reports and payment authorizations for municipalities and fire departments. Work is performed using specialized tax, finance, word processing or data base software. Independent judgment must be exercised in applying laws, policies and procedures to specific situations. Work is differentiated from the Tax Program Specialist class by the greater level of complexity of the program area and/or the independence of action in managing or supporting a particular program in the Tax Department. Work is performed under general and direct supervision, however, the employee is often assigned to work independently on a specific tax functions under limited supervision of the Tax Administrator. Work is evaluated through conferences and overall effectiveness of work performed.
Duties and Responsibilities
Essential Duties and Tasks
Works in a specific program within the Tax Department; answers questions from the public; enters information into program-specific databases and proofs for accuracy; maintains program files.
Answers the phone and works with customers as needed; retrieves information and explains procedures for own division and answers general questions about other programs.
Backs up other programs as needed in tasks such as processing mail and collecting payments.
Has responsibility for monthly billing of motor vehicles; loads files into the computer system from the NCDMV; assesses motor vehicle values from schedules, edits the data for errors, and determine values for vehicles not valued by system, runs reports, prints and mail out letters to gather information.
Discusses possible vehicle value adjustments; receives appeals, processes and make corrections as needed or mail out no adjustment letters.
Determines situs for vehicle property.
Keeps up with military exceptions, verifying out of state residence.
Works with lawyers and others with values of vehicle property.
Accounts for tax and other revenues; balances and prepares multiple deposits; posts mail payments
Compiles data for and distributes month-end revenue reports and payment authorizations for municipalities and fire departments; prepares annual state auditor report; reviews refund and release report
Assists customers with payments, research, problem-solving; oversees work of and assists Customer Service Representatives and others with questions.
Additional Job Duties
Assists in other divisions and assignments as needed, especially at Collections desk; takes payments.
Performs related work as required.
Recruitment and Selection Guidelines
Knowledges, Skills and Abilities
Thorough knowledge of the North Carolina Machinery Act and County tax policies concerning the area to which assigned in specialized listing and billing or accounting and revenue reporting.
Considerable knowledge of modern office practices and procedures and computer databases and word processing and spreadsheet programs used in the preparation of records and conducting research.
Skill in use of required computer programs and accuracy in preparation of reports, legal instruments and data retrieval.
Ability to work independently and organize work to accomplish program goals.
Ability to communicate effectively in oral and written form.
Ability to review information and determine problems and errors, and to apply specific program knowledge to unusual situations.
Ability to deal courteously and tactfully with the general public in explaining tax laws and policies.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
Ability to maintain accurately records and reports and compute figures rapidly and accurately.
Physical Requirements
Must be able to physically perform the life operational support functions of fingering, grasping, talking, hearing, and repetitive motions.
Must be able to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to move objects.
Must possess the visual acuity to prepare and analyze data and figures, fill out forms, and operate a computer and other office equipment and specialized programs.
Desirable Education and Experience
Graduation from high school; and considerable progressively responsible experience in accounting work or in technical program support; some experience in tax related work required; or an equivalent combination of experience and training.Graduation from high school. Experience in clerical/accounting work preferably involving public contact. Some experience in tax related work preferred; or an equivalent combination of experience and training.
Special Requirements
Successful completion of Listing and Assessing Personal Property certification may be required.
