EMERGENCY SERVICES DIRECTOR
General Statement of Duties
Performs technical and public safety management work planning, organizing, and directing the emergency management, Fire Marshal and emergency E-911 telecommunications functions for the County.
Distinguishing Features of the Class
An employee in this class manages emergency services, planning and response for the County including staff, preparation of plans, and coordination with other County emergency services agencies and regional, state, and federal agencies and officials. Work includes managing emergency planning and response, Fire Marshal, E-911 telecommunications with emergency medical dispatch, and the addressing function for the County. Considerable independence and judgement are required in emergency service planning and execution. Considerable public contact requires that the employee exhibit tact and diplomacy in coordination of paid and volunteer emergency responder programs in the County and coordination with a variety of emergency services staff. The employee is subject to hazards associated with emergency response including working in extreme cold weather, and exposure to various hazards such as high heat, chemicals, and in the proximity to moving mechanical parts, electrical current, and working in high places. Employee is also exposed to atmospheric conditions and blood borne pathogens, is sometimes required to wear a respirator, and may be required to work in close quarters. Work is performed under general supervision and is evaluated through observation, conferences, and written reports concerning the quality and effectiveness of work performed.
Duties and Responsibilities
Essential Duties and Tasks
Reviews, updates and develops emergency management plans, standard operating guidelines and procedures; develops and executes emergency preparedness exercises; responds to emergency calls before, during and after the workday; operates the County Emergency Operations Center during a disaster; insures EOC is ready to support operations as needed; leads recovery efforts after disasters; performs public education and information before, during and after disasters.
Plans and manages the E-911 emergency medical dispatch and telecommunications function; oversees long range planning for service delivery and technology needs for computer aided dispatch, guide maps, DCI, radios and other telecommunications services and equipment.
Supervises and participates in operations of the Fire Marshal function; reviews and approves policies, budgets, and fire district plans.
Assists emergency medical agencies with various projects including extension of districts, grant development, training, etc.; makes recommendations regarding awarding franchises to non emergency medical transport vendors.
Enforces County EMS and Fire contracts.
Prepares and administers capital and operating budgets for the department; develops and/or administers grants.
Represents the department with the County Manager and County Commissioners.
Plans, organizes and supervises staff directly and through subordinate supervisors; hires, insures proper training, provides performance coaching and evaluation, insures safety, and promotes motivation, communications, and performance excellence.
Supervises and participates in peer review processes.
Provides public and media information regarding disaster information.
Researches and recommends changes in protocols, response and programming.
Coordinates fire district boundaries and maintains fire contracts with county fire departments; works with volunteer departments to identify and encourage actions that will improve ISO fire ratings;

Knowledges, Skills, and Abilities
Considerable knowledge emergency planning and preparedness and of the types of industrial and commercial operations in the County and any related potential hazards.
Considerable knowledge of the laws and regulations covering fire prevention and investigation.
Considerable knowledge of technology, protocols, principles and practices of emergency 911 telecommunications and emergency medical dispatch.
Considerable knowledge of modern and effective management and supervisory principles and practices including leadership, motivations, communications, collaborative conflict resolution, disciplinary procedures, and performance coaching and evaluation.
Considerable knowledge of the organization=s personnel, budgeting and purchasing policies and procedures and related state and federal laws and regulations.
Considerable knowledge of the application of information technology to the work of the department.
Working knowledge of modern and effective supervisory skills.
Skill in collaborative conflict resolution, public speaking and public contact.
Ability to establish and maintain good working relationships with other employees, business and civic leaders, fire department personnel, and the general public.
Ability to communicate effectively; ability to prepare and submit clear and concise reports in criminal and civil court.
Ability to prepare and maintain accurate and detailed records.
Ability to make sound decisions and inspire confidence under the stress of emergency conditions.
Physical Requirements
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and perform repetitive motions.
Must be able to perform medium work exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
Must possess the visual acuity to perform administrative and computer related tasks and to inspect buildings.
Desirable Education and Experience
Graduation from an accredited college or university with a degree in management or related field and considerable emergency services and supervisory experience; or an equivalent combination of education and experience.
Special Requirements
Possession of a valid North Carolina driver's license.
